-vation, which would then be policed as is the Naval Dockyard,
and be withdrawn from any control of the Colonial Goverment.
This would, I venture to submit, be the simplest and most
practical solution and would avoid the inevitable opposition
and friction if such a measure as that at (C) is put before
the Legislature or announced to the Public.
